MEMO TO: Judge Robert P. Patterson
FROM:
Clark M. Eichelberger
It seems to me that the organization of the Citizens Committee for the
Marshall Plan should contain the following elements:
(1) An Executive Committee.
The Executive Committee should be small, not more than nine
names. While it should be composed of men and women of distinction
the availability of these people to take some responsibility is
more important than how well they represent various sections of
the population.
(2) A Citizen's Advisory Council.
This Council should be composed of distinguished citizens
whose names add strength to the movement; representatives of large
occupational sections of the population such as farm, labor,
business, etc. etc; geographical distribution.
The announcement of a possible drive in the Midwest against
the Marshall Plan indicates the need of farm representation.
However, since there are at least five well-organized farm groups
and since we cannot have five farm representatives on the Executive
Committee, it seems unwise to put any of them on the Executive
Committee.
The Advisory Committee should be called into monthly meetings.
Its advice should be seriously listened to by the Executive
Committee. Since it will be difficult for the members of this
Council to meet more than once a month, the Executive Secretary
or chairman of the Executive Committee should establish liaison
with them by frequent correspondence.
(3) The General Committee, composed eventually of several hundred
people, whose participation will be enlisted by telegram after
the meeting next Thursday.
(4) Local Chapters as organized.
