2- HARYS TRUMAN NARA Washington Report: Mr. Stein made a report concerning the situation in the Congress, with particular reference to the action of the House Foreign Affairs Committee recommending a cut in the Interim Aid figure. The Committee agreed to send the leaders of the House and the Senate a telegram urging the full amount which had been proposed. A copy of the telegram is attached to these minutes. Budget: Mr. Ferguson presented an interim budget for the operations of the Committee, which was approved by the Committee with the request that the matter be put before them again in three weeks. During this time it was agreed that the interim budget would be adhered to, subject to the establishment of the termination reserve of $3,000 a month. With respect to the size of the budget, Mr. Oram assured the Committee that he thought it was possible to count on the availability of $25,000 a month for the Committee's operations for the next few months. Fund Campaign: Mr. Oram reported on the organization of the New England Committee under Mr. Henry Parkman who had been approached by the chairman and had accepted. Mr. Oram also proposed that the Executive Committee meet with the Council Members in the New York area at a luncheon, in order that they might feel that they are participating in the Committee work and understand also what it is doing. The Executive Director was authorized to make the arrangements. Mr. Oram also reported that Mrs. Wendell Willkie had tentatively agreed to head the women's division of the Committee, subject to approval by the Board; and that Mrs. William Morrison Seabury had agreed to head the women's division in New York City. These two appointments were approved. Relations With the National Council: Mr. Ferguson expressed the belief that it was important to keep in frequent touch with the members of the National Council, and suggested that a letter from Judge Patterson be sent to each of them as soon as possible. The Committee agreed that a letter, satisfactory to the Chairman and Executive Director, be sent, and it was also agreed that material distributed by the Committee should be regularly sent to members of the National Council.
