Committee for the Marshall Plan greatly concerned by delay
in enacting interim aid legislation. We know from Secretary
Marshall's undisputed testimony that the available funds
for France and Italy will run out in December. Recognizing
with appreciation the prompt Senate action on this subject,
we respectfully urge that the House of Representatives act
on this matter without further delay.
We are also convinced that the cut in funds for European
aid proposed by the House Foreign Affairs Committee is a
serious error. Insufficient emergency aid now may jeopardize
the whole European Recovery Program. We are impressed by
the obviously desperate need of these three countries. We
believe that reliance on vague possibilities of other finan-
cing in the face of the present world crisis may prove
disastrous. We also believe that the Interim Aid legislation
should rely on and authorize the expenditure of funds for
substitute food stuffs if, by any chance, the full grain
allocation cannot be made. The full amount of 597 million
recommended for France, Italy and Austria will barely
suffice to prevent extreme hunger and cold this winter. We
urge that it be authorized in full by Congress.
