In urging the desirability of a continuing authorization to June 30, 1952, we do not urge an abdication of periodic review of accomplishments and needs. We believe that such a periodic review is sound, whether it be incident to the normal appropriation process or to liquidating appropriations consequent upon a public debt transaction. Appropriation for the first 15 months - The President and Secretary Marshall have recommended an appropriation of $6.8 billion for the first 15 months of the program, beginning on April 1. Some say that is too much, that this is more than was asked by the European countries themselves, and more than was recommended by the Harriman Committee. It is implied that the President wants to throw away money that has not been asked for. Let us examine the facts. The confusion arises largely because of certain differences in assumptions among three sets of recommendations. The recommendations of the European countries -- the so-called CEEC report -- last summer were, of course, based on July prices. The President's recommendations submitted to the Congress in December were based on November prices. The Harriman committee used alternative price assumptions. Similarly the CEEC report and the Harriman report relate to the calendar year 1948, while the President's recommendation refers to the fifteen month period April 1, 1948 -- June 30, 1949. There are other technical differences, such as the treatment of Western German requirements. Let us put the three recommendations on a comparable basis; precise comparability is not feasible, but the following estimates are substantially -5-
