General Matters
Mr. Harry Read presented to Judge Patterson a statement from James B. Carey,
for the Committee's approval. A copy of this statement is attached to these
minutes. Mr. Ferguson read the statement to the members of the Committee.
After a general discussion of the statement, it was approved by the Committee
and it was agreed that it would be released to the press and that copies would
be sent to the President and to the Administrator when appointed.
Mr. Moore made the motion that a resolution be passed, thanking Judge Patterson
for his efforts in behalf of the Committee's work. The resolution was unani-
mously adopted. Mr. Moore also suggested that a resolution be sent to Mr.
Stimson, and Mr. Ferguson was asked to draft such a resolution and submit it
to Judge Patterson for his approval.
Mr. McKee made the motion that a letter be sent to Mr. Wheeler thanking him
for his help at the time of the Washington Conference. Mr. Ferguson was asked
to prepare such a letter.
At this point, Judge Patterson expressed his appreciation and that of the
Committee for Mr. Ferguson's contribution to the work of the Committee. The
Committee agreed that a written expression of the Committee's sentiment should
be sent to Mr. Ferguson by the Chairman. Mr. Ferguson thanked the Committee
and stated that he wished to commend all of the members of the staff for their
fine work.
Mr. McKee suggested that a letter be sent to all staff members of the Committee
thanking them for their contribution to the Committee's success, to be signed
by the Chairman. Judge Patterson asked for a list of the people to which such
a letter should be sent.
Mr. Ferguson presented to the Committee a message from Governor Lehman thanking
the Committee for its resolution on the occasion of his seventieth birthday.
Washington Report
Mr. Stein reported that on the whole the conference bill is a good bill. The
Congress, he thinks, has reached a good many sensible compromises. On two or
three of the major items the results are good. On the amount, the figure decided
upon was $5.3 billion. On the authorization, they kept the one year authoriza-
tion, but made 1t clear that it is a four year program. The F.B.I. provision
has been changed quite a bit; the Administrator can now operate without being
hampered by it. East-West trade is the most serious question the Administrator
will have to face. The bill says that the Administrator, where practicable,
shall refuse to send materials to Western Europe if those goods will be used in
making exports to Eastern Europe which would be denied export'licenses in this
country.
The Joint "Watchdog" Committee is to consist of three members each from the
Foreign Affairs and Foreign Relations Committees and two each from the Appropria-
tions Committees.
