unnecessarily entangled in the domestic affairs of foreign countries.
It should be obvious why these funds should not be used to purchase
goods that would otherwise be bought for dollars. We would reduce the
earning power of these countries when the object of the program is the precise
reverse.
Conditions vary from country to country. The effective use of local
currency deposits in France would be entirely different from the effective use
in England. The proper and the only proper standard to require is that
agreements with these countries ensure that the local currency will be used
to further the objectives of the program.
Cooperation with the United Nations - We urge that the bill
authorize full cooperation with the United Nations, its affiliated agencies,
and other international agencies including the continuing organization set up
by the participating countries.
If the European Recovery Program succeeds, it will greatly strengthen
the United Nations. The United Nations is based on a concept of free and
independent nations. The European Recovery Program has the same goal.
In our economic relations with Europe today we are using and taking
part in UN agencies, - the Bank, the Fund, the Food and Agriculture Organiza-
tion, the Economic Commission for Europe. We should continue to work in and
with these agencies.
We should also lend our assistance to the effective functioning of
the continuing organization set up by the 16 nations. We and they must look
at European problems, not merely at individual national problems. As I have
said earlier, the primary function of our Special Representative abroad, if
one is authorized by the legislation, should be to strengthen the international
