Local Currency
The bill should provide that the local currency equivalent
of goods or services provided on a grant basis should be held by the
participating countries and used for mutually agreed stabilization and
productive purposes. The local currency should not be owned by the
United States and should not be used to pay for goods that would
otherwise be paid for in dollars,
Cooperation with UN and other International Agencies
The bill should authorize full cooperation with UN, its
affiliated agencies, and other international agencies including the
continuing organization set up by the participating countries.
Encouragement of Private Financing
The bill should provide for the fullest possible use and
encouragement of private financing and the International Bank.
Necessity for Prompt Legislation
Prompt Enactment of the Legislation should not be prevented
by protracted debate over the form of administration.
