MEMORANDUM FOR: MR. MURPHY
SUBJECT: Mr. Epstein's letter.
Immediately after you referred this correspondence
to me I discussed the question with Ben Brown, who has
represented the State Department in all of these hear-
ings. Ben advised me not to deal directly with either
Committee members or the Counsel since the relationship
between the Committee and the Executive branch was very
delicate. He advised me to let him take the matter
of this letter up with the Committee Counsel and work
out a reply that would be satisfactory to the Committee.
Apparently Mr. Epstein has been an agitator in this
:
field for a long time and has some influence with certain
members of the Committee who are hostile to the Adminis-
tration.
The Committee is now drafting a new resolution which
will recommend that the President refer the report of
the Committee to the General Assembly. The Committee
Counsel also informs Brown that he has succeeded in
having Mr. Epstein called off until a new Administration
comes in.
The enclosed draft reply to Mr. Epstein has been
worked out by Ben Brown with the Committee Counsel and
is satisfactory to everyone.
I am sorry for the delay in getting this back to
you but Ben has apparently had to work slowly because
of the situation within the Committee.
