    "ocrText": "36\nTO OCCRET\nFebruary 15, 1949\nMEMORANDUM OF CONVERSATION WITH THE PRESIDENT\nFebruary 14 at 12:30 p.m.\nItem 5\nRECORDS\nI reported to the President the result of my conversation\nwith the British Ambassador on the Wheat Agreement. He\nthought that we had made progress and hoped that we and the\nBritish could get together on the matter of price.\nI told the President that it had been suggested to me that\nit might be advisable to have Senators Connally and Vandenberg\nmeet with the Ambassadors when we tried to reach a final\nagreement on the draft of the Atlantic treaty. I said that any\nsuch step would require the full approval of the President in as\nmuch as it would be injecting the Senators into the negotiating\nfunction of the Executive Branch.\nAfter discussing the matter thoroughly, the President concluded\nthat I should not do this for the present or without speaking\nfurther with him on the matter.\nDAcheson\nDECLASSIFIED\nS:d\nE.
