    "ocrText": "15th\n5.\nSEGRET\n\"MATIONAL RECORDS\nAND\nSERVICE*\nMarch 3,1949\nMemorandum of Telephone Conversation of\nSecretary Acheson and Senator Connally Royal\nSubject:\nAppearance of General Wedemeyer before\nCongressional Watch-Dog Committee\nMr. Royall called the Secretary this morning to inform him\nthat Senator McCarran of the Senate Watch-Dog Committee on\nChina had requested General Wedemeyer to appear next Monday\nas a witness. Royall said there had been prior unfortunate\nappearances of General Wedemeyer before congressional com-\nmittees, but he did not know any way to refuse this request.\nRoyall stated there were fa few little fundamental differences\nin concept\" between General Wedemeyer and the State Depart-\nment. He asked that General Wedemeyer be briefed by appropriate\nState Department people prior to the hearing. The Secretary\nagreed and suggested Butterworth and Sprouse.\nWhen Butterworth was informed he pointed out that Senator\nMcCarran had introduced a bill suggesting one billion, five hunderd\nmillion dollars worth of aid to China, particularly for silver, and\npresumably from Nevada. Butterworth also pointed out that the\nMcCarran bill is not in conformity with Presidential desires.\nThe Secretary then decided that it would be more appropriate\nfor him to inform Royall of the information in the foregoing para-\ngraph, and suggest that Royall brief Wedemeyer accordingly. This\nwill avoid the State Department becoming involved in the Wedemeyer\nbriefing in any way.\nAfter the National Security Council meeting this afternoon\nthe Secretary talked the matter over with Royall and reached an\nagreement in accordance with the immediately foregoing paragraph.\nM.
