MEMORANDUM OF CONVERSATION
WITH MR. CHARLES MURPHY
North Atlantic Treaty and the
Arms Assistance Program
For Mr. Gross:
After my talk with Mr. Murphy of the White Bouse
on the St. Lavrence matter, reported in a separate
memorandum, ve had a brief talk about the legislative
situation in regerd to the forth Atlantic Trenty and
the Arms Assistance Program. I brought him up to date
on the developments of yesterday before the Committee.
Mr. Murphy thought he ree lled the casual comment
of the President to the effect that he did not contem-
plate sending up military assistance act until after
the Senate had neted on the treaty. I expressed the
reasons why ve thought this would not work and suggested
the desirability of a thorough talk on the subject
between Mr. Murphy and Mr. Gross. Mr. Murphy sais
that he vould like very much to do this and would
avait Mr. Gross's call.
