Lapham, ECA\nMr. Merchant, PE\nMr. Griffin, ECA\nMr. Cleveland, ECA\nCOPIES TO:\ns/s G s/P Amconsul, Taipei USPOLAD, Tokyo\nFE\nCA\n.\n1-1493\nMr. Hoffman this morning brought in Mr. Roger\nLapham and lir. Allen Griffin, retiring chief and deputy\nchief, respectively, of the VCA mission to China.\nMr. Griffin, who had just returned from Canton via\nTokyo, discussed at some length the situation on Formosa,\nparticularly in connection with ECA's efforts to increase\ntrade between Formosa and Japan. He emphasized the lack\nof interest displayed by SCAP officials in his efforts\nto arrange for acquisition on a barter basis by SCAP of a\nsubstantial quantity of Formosa's surplus sugar.\nMr. Butterworth reported his action yesterday with the\nDepartment of the Army and it was agreed that\nMr. Cleveland of ECA would follow this matter up with the\nPentagon.\nMr. Lapham then gave a brief report on the liquida-\ntion of the ECA mission in Chine, pointing out that from\n100 American mombers it had now dwindled to less than 20,\nincluding small \"wind-up\" missions located in Hong Kong\nand Tokyo. He reported that supply activities would\ncease in Canton within a matter of weeks leaving only\nTaipei where any continuing ECA work is contemplated,\napart\nDECLASSIFIED\nE.
