    "ocrText": "232\nSEGRET\n200\nBak\nJuly 18, 1949\nARCHIVES \"NATIONAL RECORDS AND\none SERVICE*\nin\nMr. Paul Hoffman telephoned the Secretary just before six-\nclock this evening to express his concern relative to the ECA\nlegislation.\nHe said he might be unduly concerned about the matter but\nhe was fearful that if ECA and MAP were tied in together, it\nwould just mean one more delay. The Senator said he had Scott\nLucas' promise to put ECA on as soon as the North Atlantic Pact\nwas conduded.\nHoffman said he was concerned about having Averell Harriman\ncome back here on Friday. He said they hoped to have the appro-\npriation bill on the Senate floor Friday morning. In any event,\nhe was trying to push the thing so thejbill would go to conference\nby Tuesday. He said his concern was that the MAP testimony\nwould hit Congress before they got ECA out of the way, and he\ndid not want Harriman identified with it until they got ECA out of\nthe way, since he symbolized a close relationship between ECA\nand MAP. Hoffman said they did not want Harriman to testify\nuntil the latter part of next week and that it would be better not\nto come to the US too early.\nThe Secretary said he would consult with his people in\nthe Department and let Hoffman know the outcome in the\nmorning.\nDECLASSIFIED\nE.
