Memorandum of Telephone Conversation
Mr. Pace telephoned the Secretary to discuss with him the
latest developments on the Military Assistance Program. The
Secretary said that the Department was planning to rewrite the
parts conveying authorizing powers on the President, to limit
to specific ocuntries or groups of countries aide authorized, and
to cut down the program to a short term one. Mr. Pace said
that he wanted to be sure before he left just where the matter
stood. He said he was glad to have this information.
There was a further brief discussion of timing of the
submission.

Mr. Face telephoned back a few minutes later to say
that, off the record, he had just heard that the President
planned to call a meeting tomorrow. The Secretary said he
was not aware of such plans. Mr. Pace said he was not com-
pletely sure about it, but he did want the Secretary to know
of this in advance.
