Butterworth, Director for Far Eastern Affairs\nCOPIES TO:\n3\nFE\nU\nPI\na\nAmembasey, Manila\n1-1492\nSince President quirino had been vague and haphazard\nin the interchanges which the President and I had had with\nhim nt the dinner given by the President in his honor last\nnight, the President asked me to eall upon President Quirine\nthis morning to see if I could set a constructive franevork\nwithin which the conversations at the Vhite House this after-\nnoon could be conducted. Innemuch as President Quirino had\nlittle comprehension of the import of the analysis of the\nPhilippine nituation which the President of the World Bank\nhad sat forth in his comsunication of August 4, Ambassador\nCowen arranged that the Minister of Finance, Mr. Pedrosa,\nand Nr. Yulo together with Ambassador Elisalde be present.\n1 called upon President Quirino at eleven a.M. and\nwe talked for the better part of an hour. After the usual\nexchanges of courteay, appropriate references by me to the\nclose relationship of the Governments and peoples of the two\ncountries, to the diffioulties which have faced the Philippinea\nin the postwar world and the constructive steps that had thus\nfar been taken, I vent on to point out the basio facte that\nlay behind auch apprehensione na those set forth in the\ncommunication from the World Bank.
