    "ocrText": "240 SIS\nDEPARTMENT OF STATE\n0038\nMemorandum of Conversation\ncorf\nDATE: August 12, 1949\nTHOUGH\nSUBJECT:\nARCHIVES AND\nNetherlands-US Relations\n'NATIONAL RECORDS\n233\nSERVICE\"\nPARTICIPANTS:\nThe Secretary\nMr. van Kleffens, Ambassador of The Netherlands\nCOPIES TO:\ns/s, EUR, FE, UNA, G, Batavia and The Hague\n1-1492\nMr. van kleffens called and delivered the\nNetherlands instrument of ratification of the North\nAtlantic Pact.\nMr. van Kleffens then stated that before his de-\nparture on a brief visit to Holland tomorrow, he wished\nto tell me of certain factors which had contributed in\nthe past, and some of which are now contributing, to\na deterioration of the general feeling of good will\nwhich the Netherlands people have traditionally had\nfor the US. These were divided into two classes--those\narising from our military occupation of Germany and\nthose arising from the Indonesian problem and the part\nwe have played in it. The Ambassador stated that while\nthe Netherlands Government and people were deeply grateful\nfor Marshall Plan aid, they were in some measure resent-\nful of measures affecting their interests which the US\nGovernment had taken in Germany and in Indonesia.\nAmong the complaints which he listed regarding\nGermany were the following: Measures taken by the\nBritish and the US occupation authorities prohibiting\nthe free access of Wetherlanders to their properties in\nGermany, and measures prohibiting the re-investment\nby them of earnings from such properties; measures\naffecting the reorganization of German corporations\nDECLASSIFIED\nE.
