He explained that although Burma's do-\nnestie Communists are not very strong now, they would\nbe greatly encouraged and their local prestige would\nbe increased by a threat of imminent Chinese Communist\naggression. He said that he would also like to point\nout that there le considerable danger of Communist\npenetration from across the Indo-Chinese border east\nof Kengtung.\nI asked the Foreign Minister how he thinks the\nBao Dai experiment in Indo-China will work out. He\nreplied that he hopes the experiment will succeed but\nthat ve would have to wait and see what develops. I\nsaid that I was very glad to have this expression of\nhis opinion.\nI then referred to the Foreign Ninister's legal\nbackground and to the studies that the Burmese had\nmade of our Constitution.
