    "ocrText": "SECRE\nis\n15\nSERVICE\n- 2 -\nexamination but believed that it vould be insppropriate for the Ministers\nto engage in such activity. He felt that an examination should take place\non the spot to verify the figures submitted by the Soviet delegate in order\nthat the agreement in principle reached at Paris should not be exceeded in\nthe Treaty. Various alternatives vero discussed, but no decision was taken\nas to the exact form in which this verification of factual data should be\nobtained.\nIt was agreed that Mr. Reber should be instructed to seek tripartite\nagreement on the remaining basic issues in order that an approach may be\nmade through diplomatic channels to Vishinsky inmediately after the terni-\nnation of the Deputies' discussions on September 1. The Secretary con-\nsidered that Ambassador Kirk could approach Vishinaky to state the minimum\nU. S. position and obtain agreement in accordance with the basic positions\nof the three vestern powers. Mr. Reber has been instructed along these\nlines with the detailed list of the issues which he will seek to eliminate\nfrom the Treaty or obtain agreement prior to September 1, and secondly,\nthe issues which will be reserved for the contemplated diplomatic approach\nto the Soviet government. It has also been suggested to Mr. Reber that he\ndiscuss with the British and French the possibility of proposing an exami-\nnation of the factual basis of the oil issue by a committee of experts to\nstudy this problem in eastern Anstria.\nThe Secretary requested that we get together a visual presentation of\nthe oil fields and oil equipment, as vell as of the DDSG properties. This\nwould consist of whatever maps, charts, graphs, or pictorial presentation\nit may be possible to develop in cooperation with the service which the\nDepartnent of Tational Defense might be able to provide.\nWith reference to paragraph 6, Article 35, the Secretary expressed\nthe firm view thet the language should show clearly what preperties the\nUSSR is relinouishing.\nMr. Murphy also made a brief reference to the possibility that there\nmight be suggestion by the USSR, or possibly the UK and/or French, for a\nmeeting in New York to discuss the German question. According to the\nParis Agreement, during the course of the Yourth Session of the General\nAssembly of the UN to be convened in September, representatives of the\nfour governments at the Assembly will exchange views regarding the date\nand other arrangements for the next session of the Council of Foreign\nMinisters on the German question. The Secretary agreed that it would\nnot be desirable for the U. S. to participate in an early en meeting\nto discuss Germany for the reasons that there is no evidence of a\nfavorable change in the fundamental position since the Paris meeting.\nAn early meeting vould undoubtedly prove sterile and might also have an\nDECLASSIFIED\nunsettling impact\nE.
