MEMORANDUM OF CONVERSATION
I met with the Secretary and Mr. Mangum in the Secretary's
office yesterday afternoon to discuss certain matters which Mr.
Mangum wished to bring up with the Secretary. Mr. Mangum seemed
primarily interested in discussing the hoof and mouth disease. He
is one of the few Americans who own large ranches in Mexico.
Mr. Mangum pointed out that, in his opinion, our relations
are very bad with Mexico and that he felt we should have a business-
man representing us as Ambassador to Mexico. He said such a person
would have the confidence of the American businessman in Mexico.
He mentioned former Ambassador Tony Biddle as a possible condidate for
this job. However, when it was pointed out that Mr. Biddle had not
had wide business experience, he seemed to agree that Mr. Biddle
probably was not the proper person, but still felt that we should
concentrate on a businessman.
The Secretary informed Mr. Mangum that we would consider his
suggestions.
Later, in the hall, I reiterated what the Secretary had told
him.
