Achilles, WE s/s, U, GA, EUR 1-1493 The Belgian and Netherlands Ambassadors and Luxembourg Minister called under instructions from their governments to present the attached note, referring to Annex A of the final report of the London talks on Germany between the US-UK-France and Benelux countries and specifically to the statement therein that the governments of the US, France and UK intended to invite representatives of the Benelux governments to participate in a similar way in discussions on Germany held in similar circumstances. The note inquired how these three governments con- templated assuring the participation of the Benelux governments in the forthcoming discussions concerning Germany. They stated that similar notes were being delivered this morning in London and Paris. I stated that I would discuss with Messrs.
