The Ambassador explained that he had called to say good-
bye before departing on home leave and to offer me his services
for any matter I might like to have discussed with the Uru-
guayan Government. I replied that my only request would be
that Mr. Kennan "be taken care of" when he visits Uruguay.
The Ambassador stated that this had already been arranged and
that he had, while waiting in the anteroom, offered Mr. Kennan
facilities and cooperation of any and every kind.
The Ambassador referred to my speech on inter-American
policy made in New York on September 19. He thought the speech
most important. Also important to the Uruguayan Government,
he said, is the fortheoming meeting in Rio de Janeiro in)
March 1950 of the Inter-American Gouncil of Jurists. Uruguay
especially is interested in the following three themes: codi-
fication of rights and duties of nations, recognition of de
facto governments, and creation of a tribunal to hear cases
of alleged violation of human rights.
The Ambassador then spoke of his gratitude for the as-
sistance rendered by various Department officials, especially
Assistant Secretary Miller and Mr. Oakley. He thanked me for
his reception in the United States and said he would look for-
ward to seeing me again after his return to the United States
in late April.
