A
Following a meeting with the Department of Agriculture re-
garding the admission of Japan and Germany in the International
Wheat Agreement, the Secretary called Ambassador Hume Wrong,
as had been agreed at that meeting. He stated that if Japan and
Germany were admitted, there would be certain quotas of wheat
which would have to be allocated to specific countries. He said
that Australia was agreeable to the allocation assigned her but
that Canada was holding out for an amount considerable in excess
of that which we were able to agree to. He explained that this
was a rather difficult thing for us to justify here since, in effect,
the United States would be paying the bill any way the matter de-
veloped. (The exact figures incidental to this negotiation are
available in E, if required.)
Mr. Acheson said that he was quite concerned about it and
that the Department was calling Ambassador Steinhardt and asking
him to see Mr. Arnold Heeney of the Department of External Af-
fairs in Ottawa. He said that he hoped that Ambassador Wrong
would do anything he could to assist in obtaining a more reasonable
approach on the part of the Canadian Government.
Following this call, I got in touch with Mr. John W. Evans (IR)
and asked that he contact the Canadian desk and call Ambassador
Steinhardt, asking him to take up the matter with Mr. Heeney.
Mr. Evans reported to me on January 13 that this call had been
placed.
