S/S:
The Secretary told me after his return from the Hill
today that he had been asked by one of the Senators (I believe
Senator Vandenberg) whether he would go along with a proposed
extension until the end of the fiscal year of the present legislation
covering assistance to China under ECA. The Secretary said
that he replied that he was not in a position to say that he would
concur in the advisability of such an extension. Mr. Acheson said
that he noted immediately after replying to the question that the
Department's briefing material had recommended that he concur
in such an extension. The Secretary's thought was that it would
be desirable to get the funds allocated for aide to China under
somewhat broader legislation so that these funds could be used
for aide to Japan, etc. The Secretary told me that we might be
able to accept an extension of the present legislation until June 30
or possibly through the current calendar year with an amendment
permitting broader use of the funds, preferably so that they could
be used in the same manner as the $75 million appropriated in
the Military Defense Assistance Program legislation.
Mr. Acheson wanted this looked into as soon as possible. I
spoke to Mr. Butterworth who said that the matter has been under
consideration for some time. He said that one of the difficulties
was that if we requested such an amendment we would have to sub-
mit a definite programming of the use of the funds, in justification
of the request. He said that one idea was to get an individual
Senator to introduce the amendment and that we could possibly
support Wit without having to submit a detailed programming.
Mr. Butterworth said he would talk to Mr. McFall about the problem.
I reforted the forggoing to the Secretary. He said that
Mr. Rusk had been in touch with some of the Committee on this
matter and that he wanted Mr. Rusk, Mr. McF-ll, Mr. Butterworth
and any others concerned to look into this as soon as possible. He
would like to have a report the first of next week.
