Paris, March 13, 1950
Dear Mr. President:
In accordance with your suggestion I will try
to paint the picture of the British political
scene as I see it from my brief stay in London.
I talked first with our Embasay people and
want to say how fortunate I believe we are in
having as effective and objective a man - Julius
Holmes - as Minister Councillor. On the Govern-
ment side I had long personal talks with Cripps
and Bevin and then dined with Hector MoNeil, who
is an old personal friend of mine. On the Con-
servative eide I saw Churchill several times as
well as Eden, Woolton, Bracken and Max Beaver-
brook, all of whom I worked with intimately dur-
ing the war.
All hands agree that aside from a feeling that
the Labor Party ie their ovn party, the one prime
issue that holds the workmen solidly behind the
Socialists is the full employment that has existed
in Britain since the end of the war. The mass un-
employment of the intra-var period still remains
as a fearful memory. Today there is in a sense
too nuch rigidity in employment. Every effort
has been made by the Government to keep men at
their present Jobs even though the economy would
be better off if certain activities were permitted
to decline and labor was made available for em-
