Christian A. Herter (R. Mass.)\nconf\nH - Ben H. Brown, Jr.\nCOPIES TO:\ns/s\n-\nG - Mr. Rusk\nS/P\n- Mr. Nitze\nH\nMr. MeFall\n1-1493\nRepresentative Herter called on me on March 21, 1950. He stated\nthat he wished to discuss several matters about which he was gravely con-\ncerned. For some time, he disclosed, he has realized that the United\nStates is confronted with three major objectives, and that all three can-\nnot possibly be reached. The first is balancing the Budget, the second\nforeign commitments, and the third domestic commitments. He feels that\nit is impossible to make and carry out necessary foreign commitments and\nmake the social advances at home which are desirable and at the same time\nkeep our dollar sound by balancing the budget. There must be a de=emphasis\nof at least one of the three.\nHe cited as a particular example the National Science Foundation bill\nwhich came before the Rules Committee. He said that Representative Wadsworth\nwas very much concerned about this bill since, although a very desirable\nproject, it was another new expenditure. The Rules Committee was slow on\nacting on this measure and the President called Representative Wadsworth in.\nRepresentative Wadsworth expressed to the President his concern over the\nmumber of measures which had been proposed which would increase the Federal\ndeficit, and said that although the bill was a worthy one, he did not con-\nsider it an essential expenditure at the present time. The President in\nreply stated that he was not worried about the deficit because he had asked\nthe Bureau of the Budget to make a projection of expenditures and revenues\nover the next several years and this projection, as a result of the anticipated\nincrease in national income and reduction in military budget and foreign\nspending showed by 1953 a surplus which could be used for debt retirement.\nDECLASSIFIED\nThe\nE.
