MEMORANDUM FOR S/S
Mr. Acheson called General Burns late in the afternoon of
Sunday, July 9 regarding the Department's telegram commenting
on the instructions which the British have sent Ambassador Kelly
in Moscow. He told General Burns that our proposed telegram
did no more than underline what had already been said in the
message to London commenting on the matter in general.
The Secretary asked General Burns if he wished to see the
telegram commenting on the instructions and the General said
he did not think it necessary and did not wish to see it. The
Secretary said that we would therefore go on and send it out, to
which General Burns agreed.
I understand the telegram has been sent. This memorandum
is merely for file.
