MEMORANDUM OF TELEPHONE CONVERSATION
Ambassador Douglas called the Secretary this morning re
London's telegram no. 214 of July 11, copies of which have gone
to S/S, G, EUR, DCR, and action to FE. The telegram had not
come in when Mr. Douglas first called but I obtained copy of it
and handed it to the Secretary before he and Mr. Douglas completed
their conversation.
The Secretary told Mr. Douglas that he thought this was a
good idea and was thoroughly in accord. Ambassador Harriman came
in during the conversation and the Secretary showed him the telegram.
Ambassador Harriman concurred that the proposal made by
Mr. Douglas was a good one and the Secretary so informed
Ambassador Douglas.
I think no further action is necessary unless a confirming
telegram for the record is considered advisable, which I doubt.
