1. The organization by the United Nations of a collective force which could effectively intervene to oppose any future armed attack; 2. The creation by the United Nations of Vigilance Commissions, peace patrols, which would be stationed at S ensitive points with a duty to expose facts suggestive of possible unprovoked aggression. The United States Delegation will submit concrete proposals along these lines. If, today, the United Nations can take such S teps, and above all take them with the concurrence of all the members, then we shall have done a might deed which will somewhat deflect the currents now carrying us to stormy waters so that, instead, we may have the chance to gain peaceful havens. -16-
