I welconed Dr. Gruber to the United States and expressed my admiration
for the courageous manner in which the Austrian Government and people had met
the recent Communist disturbances. He said he vould tell his colleagues in
the Austrisn Government of this view. Dr. Oruber said that full credit should
be given to the Austrian people and the trade unions for surpressing the
Communist uprising after the Soviet authorities had prevented the Austrian
police from taking any effective action in the Bestern zone.
Dr. Oruber paid tribute to the Anerican policy with respect to Anstria,
both in terms of political support of the Government and material assistance
without which economic reconstruction would not have been possible. He stated
that Austria could not have survived without Amerionn political and economie
support.
Dr. Gruber considered it neceseary to keep the Austrinn issue alive in
order that an ultimate settlement might be achieved. He hoped that constant
reference might be made in U.S. poliey statements to the importance of an
Austrian settlement. Such reference was necessary to maintain the morale
of the Austrian people now under Soviet jurisdiction and to provide then
with the hope of future liberation. I thanked Dr. Gruber for this suggestion
and said that I would include reference to Austria in future statements on
general U.S. policy in Jurope.
