Cleveland Speech I went over with the President the main ideas which were to be included in my Cleveland speech, pointing out to him that I was not going to give any forecast of NSC 68 but was going to take up mostly the ideas in Annex 8. I described to him the idea of three speeches, one laying down the broad aspects of what should be an American policy without partisanship and in the second two speeches applying these principles first to Europe and then to sia. The President approved this idea heartily and said that he would be making a speech the week after next to some 10,000 young people in the Armory and that we might have some sug- gestions on that.
