Frimary objectives of the United States in the U.N. with respect to Korea are: a. To obtain action which would increase the security of our troops now fighting in Korea; b. To localize the conflict, 1.0., to avoid becoming involved in a more general war with China and/or the Soviet Unions o. To end the Korean situation quielily on a satisfactory U.N. basia and disengage U.3. troops as rapidly as possible, even though complete withdrawal may talce considerable time; d. To maintain a solid front anons our allies and, Af possible, the solid support of an overshelming majority in the U.N. 2. In order to further these objectives, we ahould talce the following position in the U.N.: a. That the intervention of the Chinese Communists in Rorga and the actions resulting therefrom have raised the gravest danger to the peace of the world. b. That if this intervention 1a continued a chain of developments 1a to be expected which may bring unparalieled destruction to large areas of the world. C. That the entire purpose of the United Nations Charter would come to naught 1f this chain of developments wers not brought to a halt. d. That DECLASSIFIED E.
