In the course of his conversation with the Secretary this afternoon,
Ambassador Bonnet raised the question of the current UK-French-US talks
regarding the control and allocation of raw materials. He said that he
understood a slight impasse had developed between the US and UK. The
French, he said, were inclined to favor the position of the UK. While he
did not wish to get involved in the details of the current differences of
opinion between the US and UK, he did feel that it was important and urgent
that tripartite agreement be reached as soon as possible. We inquired
whether the Secretary could give him any indication of United States views
on which agreement might be reached.
The Secretary replied that he fully agreed as to the urgency of this
question. He said that he hoped agreement would soon be reached and that
he believed that he would wish to discuss this matter directly with Ambassador
Bonnet and Ambassador Franks next week with a view to ironing out existing
differences of opinion. He felt that by sitting down with the UK and French
Ambassadors it would be possible to reach satisfactory agreement.
Ambassador Bonnet said that he thought this was an excellent idea and
was entirely at the Secretary's disposal whenever the latter might wish to
call such a meeting.
