It could then be talked over in both the State and Defense
Departments and then go over with some recommended solu-
tion.
The Secretary said that the analysis Mr. Lovett made
sounded sensible to him. He said that there might be some
difficulty with regard to abolishing the Senior Staff and
questions of personality might crop up in so far as establishing
the senior man.
Mr. Acheson said that he had a paper coming to him today
and after he had had a chance to look it over, he would be in
touch with Mr. Lovett about the general problem.
