Mr. McFall arranged for Senator Mellahon and Congressman Ribicoff to call
on me to discuss the proposed content of the departmental letter to be sent
to the Foreign Relations Committee and the Foreign Affairs Committee stating
the departmental position on the Mellahon-Ribicoff Resolution (H.Con.Res.57),
expressing friendship of the people of the United States for the people of
the Soviet Union.
The Department had prepared two drafts of this resolution-one of a
formal nature expressing approbation of the principle in quite suceinct terms
and the other draft of a more voluble nature and possessing considerably more
public appeal in its method of approach.
The two drafts were read to the Senator and Congressman and a discussion
ensued thereafter touching on the respective merits of the two drafts. Both
Senator Mellahon and Congressman Ribicoff agreed that the longer, more informal
letter would be the more desirable. They made two suggestions for changes in
this letter: (1) to tone down the criticism of the Soviet Government so as to
increase the likelihood that the contents of the letter would actually be trans-
mitted to the Russian people and (2) to dilate on the contents in the letter
concerning the past failures of the Soviet Government to transmit to the Russian
people information concerning moves made in the UN and elsewhere aimed at the
achievement of understanding and world peace.
I agreed on the worthiness of these suggestions and Mr. McFall was given
the action responsibility to arrange for the redraft of the letter in terms
suitable to both Senator Mellahon and Congressman Ribicoff.
