securing necessary security clearance, and generally building up
the administration. Before Benator Benton made any serious proposal
of this naturo, the Secrotary said be should consider carefully whethor
this Oovernment was now in a position where it could afford to mark
time for 12 nonthe or whether it was not nore important to move forward
oven though our structure aight not be 100 percent perfect.
5. Tho Secretary also indicated that, based on his porsonal
experionce in Tashington, too much amphasia should not be placed on
the pure theory of organization and andefinite offort ahould be uade
to zesist the allure of the now organisation. It you looked back at
the history of the axecutive branch over the past 30 years you vould
cos that esols new organization after about 18 nonths had become exactly
like the old organisation. or those 18 months, at least half of them
trezo wasted in getting started and only half the tino in being effective
before the oritios again atarted condenning the organisational structure.
The Secretary indicated that he thought his discussion had had a
mobering effect upon Senator Denton, but that it probably vould not
last very long.
