He mentioned the high opinion which he had of Ambassador Norman Amour and Mr. Edward Sparks, Counselor of our Rebassy in Caracas. He spoke exthusicatically of Ambassador Armour's visits to various states in the interior of Venezuela. He also nontioned the high esteen they had felt for formor Ambassador Donnelly and expressed the gratitude of the Venezuelan Government that we had chosen such an outstanding man to replace him. I spoke of my high regard for both Anbessador Annour and Ambassador Donnelly and my pleasure at knowing how well they had been received. The Foreign Minister said that he had been concerned in recent months with the one principal problem in our relations at taxa agreemente the said that the Venezu lan Government had been under a great deal of political pressure from the industrialista.
