Subject: Closing Session of the Fourth Meeting of
Consultation of Ministers of Foreign Affairs
of American States
Attached is a script for the use of the Secretary
at the Closing Session on Saturday, April 7.
It will be noted that the Closing Session of the
Meeting of Consultation is preceded by a Special Session
of the Council of the Organization of American States.
Both will be held in the Hall of the Americas. In the
first phase, the Secretary of State will occupy the
United States place at table. In the second phase, he
will occupy the President's chair.
