The Secretary returned from the Cabinet with
the attached paper "Grain to India and Strategic
Materials". The President asked Secretary Acheson
and Secretary Chapman to get together and talk
the matter over.
The Secretary would like comments on the
paper before he talks with Secr tary Chapman.
No appointment has been scheduled. Hoyever, he
will probably see him at Cabinet meeting on
Monday morning.
