Sir Oliver reviewed the course of the discussions which he had been having with George McGhee and said that, in his opinion, the differences between the two points of view might revolve around different apprecia- tions as to the nature of the nationalist movement in Iran. He said he had the impression that there was not much strength or cohesion in the various elements which appeared to comprise the nationalist movement.
