The Secretary told me after Mr. Tracy Voorhees
had left today that M*. Voorhees had urged creation of a
separate agency to handle aid, and had stressed the importance
of getting someone like Mr. Paul Hoffmann to handle it.
Mr. Voorhees said he considered such action absolutely
essential in order to get the funds and he believed that
attaining the funds was the important thing now.
The Secretary did not tell me what his own comments
were, but I am certain they followed the standard line with
regard to this argument.
There is no follow-up necessary on the conversation.
