MEMORANDUM OF TELEPHONE CONVERSATION
Participants: Congressman Richards
Mr. cheson
Mr. Acheson called Congressman Richards this afternoon
to reply to a question which the Congressman had asked the Secretary
at lunch last Tuesday. The Congressman had asked for advice as
to whether the Department wanted the Committee to take time out
from hearings on the Foreign Aid Bill and conduct hearings on the
Battle Bill. He had also asked whether the Battle Bill should be
handled as separate legislation or incorporated in the Aid Bill.
The Secretary followed the recommendations of the memorandum
from Mr. Brown suggesting that the Committee stop and consider the
Battle Bill, agree to a report on it, but not actually report it out of
Committee, the object being to have the Bill in readiness, etc.
The Secretary pointed out that through this procedure the discretion
was left in the Committee as to whether to make it part of the Aid
Bill or to handle it separately. Congressman Richards agreed to the
procedure proposed. He added that even if the Committee reported
the Bill out, there would still be/some flexibility in the handling of
it.

The Congressman also mentioned that he wanted to get on with
the termination of the state of war with Germany. The Secretary sai
that this was desirable.
