Mr. Feinberg told me that he had spok en to the President
last Thursday concerning the Congressional aid bill for Israel.
As he had promised on April 5 when he had visited me last, he
was coming to report his next conversation with the President.
When he visited the President last Thursday he had told him
that the most recent information which he had been able to
obtain on the situation in Congress was that there were now
available a majority of both Houses of Congress in support
of the $150 million bill for Israel. The President had replied
that Mr. Feinberg had evidently done a good job. Mr. Feinberg
said, however, that he was nonetheless worried about the situa-
tion on the Congressional bill as it affected the Democratic
Party. Although the aid bill had been a bipartisan measure
in which outstanding Democrats had played a leading part,
nonetheless the bill as it now stood would conflict with the
Administration's Mutual Security Program. The Republicans
would probably attempt to gain all the credit for the $1.50
to Israel.
Mr. Feinberg had proposed to the President a compromise.
Mr. Feinberg was fully aware of the necessity for maintaining
an impartial policy toward the Arab states and Israel.
He
had suggested, therefore, that the Administration raise the
