218 and 8.6. July 31,1951 MEMORANDUM OF TELEPHONE CONVERSATION Participants: Congressman Brent Spence of Kentucky Mr. Acheson Congressman Spence telephoned the Secretary this morning to say that he had received the letter from the Secretary (on the control of fats and oils), but not until after Congress had concluded its work. However, the Congressman had put it in the Record along with the amendment the Congressman introduced to meet the objections which the Secretary makes. Mr. Spence said that the amendment was defeated and the bill, with its objectionable features, adopted. The Congressman said he hoped something could be done in this respect and that is the reason he had it put in the Record in order to give an opportunity to consider it. Mr. Spence said that as he understood it, it might affect the exportation of tobacco, cotton and other things, and might even interfere with our foreign trade agreements. The Secretary said that this was so. Congressman Spence said that if he could help in any way, he would be glad to do it. The Secretary thanked the Congressman and said that the Department would re-study the whole matter and take it up with the Congressman again. LDB S:LDB:mlm
