Participants: Mr. William Foster, ECA
Mr. Acheson
Mr. William Foster telephoned the Secretary this morning
about the make-up of the delegation to the meeting of the Ministers
which is to be held in Ottawa. Mr. Foster said he understood there
were to be just three Ministers. He said he knew that Secretary Snyder
would want to attend and, in view of economic questions, Mr. Foster
thought that ECA should also be represented. The Secretary said
that he thought there would be no problem about that. We could have
as many Ministers as we wanted, but that we should pare down the
number of people we take with us in our delegation. Mr. Foster
said he understood and ECA will be very modest in the number it
sends.
The Secretary said that it was his understanding that discussion
of all of the matters at this meeting, except Greece and Turkey (unless
something comes up that he does not now know about) will be
exploratory; that we do not want to get into the German matter, but
keep the discussion to Greece and Turkey and economic progress.
Then at the Rome meeting we would get into the other subjects.
