The Embassy of France presents its compliments to the
Department of State and, with reference to the request intro=
duced in the United Nations Organization by the states members
of the Arab League with a view to having the Moroccan question
placed on the agenda of the next General Assembly, has the
honor to inform it below of the position which the Fronch
Government intends to adopt in this matter.
The Fronch Delegation will maintain the position, both
before the General Committee and the Plenary Assembly of the
United Nations when the adoption of the agenda comes upe that
the United Nations is not competent to deal with the Moroccan
question. Its argumentation will be based on the provisions of
Paragraph 7 of Article 2 of the Charter relating to domestic
jurisdiction and also on the provisions of Chapter 11 which
has in no way conferred to the Organization a right of control
over the administration of non=selfogoverning territories.
The French Delegation desires that the General Committee
and subsequently the Plenary Assembly does not approve placing
the Moroccan item on the agenda. It thus intends to forestall
a debate in committee and the possible adoption of recommenda=
tions which the Fronch Government here and now has decided it
cannot recognize and cannot execute.
The intervention of the Fronch Delegation will not be
limited to procedure; it will include a refutation of the alle=
gations contained in the Egyptian complaint. The Fronch Dele-
gation will take the occasion to show that France has fulfilled
its "sacred trust" accepted by the administrating authorities
within the framework of Article 73 of the Charter and it will
declare that France intends to continue to foster the evolution
of Morocco in conformity with the principles set forth in the
Charter.
While informing the Department of State of the foregoing
the French Embassy desires to emphasize the importance that the
French Government attaches to the American Delegation supporting
the position of the French Delegation during the debates.
With reference to the declarations made regarding Morocco
by His Excellency Mr. Robert Schuman during the recent con=
versations in Washington, in particular when he brought out
