Cale and Jamison; General Sibert 1-1493 At 5:30 p.m. on October 12, General Goes Monteiro called with the Brazilian Ambassador to say good-bye. After the exchange of courtesies and expressions of pleasure by the General regarding the results of his visit, the General summarized for me the talks that he has been carrying on with officials of the Departments of State and of Defense. He told me that he had received from General Bolte a letter and two memoranda covering proposals for (1) Brazilian parti- cipation in Korea and (2) Brazilian-Ameriean coopera- tion in hemispheric defense. He explained that he was returning to Brazil on October 20 because his colleagues in Rio de Janeiro wished to discuss the memoranda with him in person rather than to send him further instruc- tions here. He referred briefly to Communist opposi- tion and to the internal political situation in Brazil. He expressed the hope that within a month after his ar- rival in Brazil agreements would be in final form and told me of plans for a meeting during the first two weeks of December of a group representing the Brazil- ian and American armed forces which would work out joint plans.
