GOVERNMENT PRINTING OFFICE\n16-61120-1\nI started the conversation by indicating that we felt\nit was very important that action be taken by NATO early in\n1952. It was either nove forward in this period of time\nor backward. There were three things which had to be done.\nOne was to establish the EDC; one. was to complete the\ncontractual arrangements with Germary; and the other was the\nadoption of the TCC recommendations. The situation was\nparticularly difficult because of the French governmental\ntroubles at the present time, and, although I was not\nfamiliar with the situation in Belgium, perhaps the\ngovernmental situation there might further complicate the\nsituation.\nBaron Silvercruys interrupted to say that he was sure\neveryone in Belgium wanted to get where we wanted them to\nbe, but there was a question as to how. fast this could be\naccomplished\nI continued that perhaps the US could be helpful in\nthe situation. We had one of the few opportunities that\nhas ever existed to heal the breach between Germany and\nFrance, which has caused so much trouble in the past.
