3816 DEPARTMENT OF STATE ARCHIVES RECORDS AND AND 1103 Memorandum of Conversation CONTINUED DATE: February 5, 1952 SUBJECT: First Call of the Ambassador-designate of the Philippines PARTICIPANTS: The Secretary The Ambassador-designate of the Philippines John F. Simmons, Chief of Protocol COPIES TO: S S/S S/S-PR PSA FE / 1-1493 His Excellency Carlos P. Romulo, newly appointed Ambassador of the Philippines, called on me at 2:15 p.m. today to present copies of his credentials and to request an appointment with the President. I welconed the Ambassador to Washington and expressed to him my satisfaction at his appointment to this post, after his past wide ex- perience in this country. The Ambassador expressed himself as very happy at this new as- signment and indicated that he was glad to get away from the rather difficult political situation in the Philippines and to return here, where he had so many friends and connections, including his own house in Nashington. The Ambassador said that there were a number of important ques- tions now pending with his country which he would wish to discuss with me at some time in the near future. The Ambassador said that he thought that his predecessor, Mr. Eli- zalde, would have a difficult time'in his new post as Foreign Minister of the Philippines, and that he himself preferred to be in Washington.
