The Yugoslav Ambassador called by appointment made at his request on March 6
and, after raising a number of matters which are covered in separate memoranda,
asked what I could tell him concerning the NATO meeting in Lisbon. I summarized
at some length the situation prior to Lisbon and the accomplishments and noted
particularly that when we went to Lisbon we had three primary issues to which
our attention had to be directed and which were inter-related. Basically the
primary issue was the position of Germany in relation to Europe as a whole
but with particular reference to adding a German contribution to the European
defense force and subsequently the general problen of the contributions which
NATO membors could make to the NATO defense framework. I noted that it was
possible at Lisbon to take steps of major importance in solving the problems
presented and arrangements were agreed upon which should go far in the right
direction as soon as parliamentary approval can be obtained.
The Ambassador expressed appreciation for the outline given him.
