Sir Oliver first handed me un Aide-Menoire concerning
prohibition ones in Germany and asked that we
urge
our
Government
to
join
vith
the
UK
in
making
representations
to the EDC that this type of munitions should not be manu-
factured in Germany.
Sir Oliver then read mo a telegram from Mr. Eden, a copy
of which is attached. I told Sir Oliver that we were giving
the problem of the ansver to the Anssian note careful
study but it appeared to me to be a matter which required
very earoful consideration n.s there ware various pitfalls
in connection with it. For instance, we might agree on
all-German elections only to find as a result ve did lava
an all-German Govornment which vould be in the same situation
as the present Austrian Government.
Sir Oliver then road a wire from Anbassador Harvey
in Paris reporting a conversation with Nr. Schuman. In
this conversation Mr. Sebuman had indieated that he agreed
to a discussion of the ansver to the Soviet note at the
Council of Burope Ministerial Meeting on March 19 in Paris.
Mr. Schuman had gone on to say he folt there vere two
objectives in the Soviet note. One of the jobjectives vas
Germany, and they bnd provided something for all of the
elements in Germany. For the for the
